Global Standards for MDVR: Why CE, FCC, and RoHS Certifications Matter for Your Fleet

For fleet operators, choosing a Mobile DVR (MDVR) is not only a matter of channel count or resolution — it is also a question of legal compliance and long-term reliability. Any vehicle surveillance system that is imported, installed and resold across borders must satisfy a stack of mandatory safety, electromagnetic-compatibility and environmental regulations. The three most frequently requested — and most frequently misunderstood — marks are CE, FCC and RoHS. 1. CE Marking — Access to the European Market

The CE (Conformité Européenne) mark is a declaration by the manufacturer that a product complies with all applicable EU directives. For an MDVR, the relevant directives are typically:

• EMC Directive 2014/30/EU — electromagnetic compatibility: the device must limit both radiated and conducted emissions so it does not disturb other vehicle electronics, and must be immune to external interference.
• Low Voltage Directive 2014/35/EU — electrical safety of the power input stage and any mains adapters.
• Radio Equipment Directive (RED) 2014/53/EU — required whenever 4G/LTE, Wi-Fi, GPS or Bluetooth radios are integrated.

To demonstrate compliance the manufacturer must keep a technical file and issue an EU Declaration of Conformity based on testing to harmonised standards such as EN 55032 (emissions), EN 55035 (immunity) and, for wireless models, EN 301 489 and EN 62368-1 (safety).

2. FCC Certification — Access to the United States

The U.S. Federal Communications Commission regulates the radio-frequency emissions of electronic devices. MDVRs are covered by Part 15 of the FCC rules:

• Part 15 Subpart B — unintentional radiators: the digital circuitry of the recorder must not emit excessive RF energy.
• Part 15 Subpart C (15.247 / 15.407) — intentional radiators: the 4G/LTE, Wi-Fi and Bluetooth modules must carry their own FCC ID and be tested for output power, bandwidth and spurious emissions.

Testing is performed at an accredited laboratory and the resulting report must remain available for inspection throughout the product life cycle.

3. RoHS — Restriction of Hazardous Substances

RoHS (Directive 2011/65/EU, as amended by 2015/863) limits hazardous materials in electrical and electronic equipment. The maximum concentration thresholds are:

• Lead (Pb), Mercury (Hg), Hexavalent chromium (Cr VI), PBB and PBDE — 0.1% by weight.
• Cadmium (Cd) — 0.01%.
• Four phthalates (DEHP, BBP, DBP, DIBP) — 0.1%.

Compliance is proven through supplier material declarations and XRF screening of components, solder, PCB finishes and cable insulation.
